A son of Montreal, Mr. Justice Ouimet is no stranger to our province or, for that matter, much of the rest of Canada. His duties as Chairman of the Canadian Committee on Corrections from 1965 to 1969 took him throughout this continent and Europe and his Committee's Report of 1969 has justly been hailed as a landmark in the field.

Mr. Justice Ouimet graduated in 1926 from the University of Ottawa with a degree in Arts. He studied law at Laval University and under the Right Honourable Louis St.-Laurent before beginning a long and distinguished career in the law and public service in 1930. With a father who was Chief Law Translator of the House of Commons and a father-in-law who was Minister of Justice of Canada, it was perhaps inevitable that the law and public service would figure prominently in his life.

As Crown Prosecutor for the District of Montreal, Attorney for the Department of Justice, and Special Prosecutor for the Department of National Health and Welfare, he acquired broad and valuable experience for the appointment he has held since 1955 as Judge of the Superior Court and the Court of Queen's Bench for the province of Quebec.

Homme de grande énergie, Monsieur le Juge Ouimet a travaillé dans ces domaines du Droit: délinquance juvénile, criminologie et institutions correctionnelles, où se rencontrent, et solvent semblent s'opposer la responsabilité de l'homme envers son semblance et envers la société. Il y a apporté non seulement ses connaissances, mais également sa compassion, qui dénotent un grand homme aussi bien qu'un grand juriste.

We honour today a distinguished man of the bench and the bar, and a man unafraid of grappling with the difficult problems of our time.
