CONVOCATION, OCTOBER, 1975
JOHN JAMES DEUTSCH
to be Doctor of Laws

John James Deutsch might be called a jack-of-all trades; however, the aphorism cannot be carried to its usual conclusion, since he has proved to be a skillful master of every trade to which he has turned his hand. Economist by vocation, mender of higher education systems and institutions almost by avocation, he was born in Quinton, Saskatchewan, received his formal education at Compton College, Regina and Queen's University, Kingston, and a rigorous post-graduate training in the school of Canadian and world affairs.

In an outstanding career, his activity has been as varied as the mosaic of the nation from which he springs. In the service of the Government of Canada, he was a special wartime Assistant to the Under-Secretary of State for External Affairs, Assistant Deputy Minister of Finance, and Secretary of the Treasury Board. Some twenty years ago he abandoned the heady atmosphere of Ottawa for the deceptive quiet of the ivory tower to become Head of the Department of Economics and Political Science at the University of British Columbia. This led him to the Principalship and Vice-Chancellorship of Queen's University and to new challenge accepted and met.

ln a third phase of his activity, he had devoted his considerable talent to a search for solutions to some of the problems which beset various areas of Canada. As a result, the Atlantic Provinces have enjoyed the privilege of an extremely close association with Dr. Deutsch, first as a member of the Royal Commission on Newfoundland Finance, then as the Chairman of the Royal Commission on Higher Education in New Brunswick, later as the Special Advisor to the Maritime Union Study and, most recently, as Chairman of the Committee to study the development of the Saint John campus of the University of New Brunswick. Nor have these special abilities gone unrecognized elsewhere in Canada. Twice he has been summoned to serve on Royal Commissions on Post-secondary Education in Ontario.

To occupy his idle moments, he has served as Chairman of the Economic Council of Canada, as a member of the Canada Council, as a director of various Canadian companies and foundations and has made scholarly contributions in the field of economics.

Canada has not hesitated to honour one of her distinguished sons. Numerous universities have bestowed upon him their highest honour. The recipient of the Molson Prize, the Montreal Medal, and the Vanier Medal, the ultimate honour of membership in the Order of Canada has been conferred upon him. The University of New Brunswick recognizes the remarkable contribution to Canada of John James Deutsch, joins other institutions in paying him honour and welcomes him today as a friend of long standing.

Praeses admittit Johannem Jacobum Deutsch honoris causa ad gradum Doctoris in Utroque Jure.
